Fashion, Or, Nudity?

Pardon my curiosity. But can someone please explain to me why people now mistake fashion for insanity? This lady was spotted at Mela Rossa in ikoyi, where the press idol was held on the 14th of January 2015. I couldn't tell if she was a member of the press, a guest, or........
